Set up license types

Admin, License types sets the licenses civilians apply for and the DMV issues.

• Code and Name: up to 8 and 48 characters.
• Kind: License or Firearm certification.
• Prefix and Number length: up to 3 letters, then 6 to 12 digits. An example number is shown.
• Valid for (days): 1 to 3,650. Empty means it never expires. Renewal opens 30 days before expiry.
• Issued by: Self-serve or DMV, or a department whose clerks issue it.
• Uses license classes: ask for a class on application.
• Requires DMV approval: applies only while DMV approval is on in General settings.
• Accrues points: turns on suspension rules: suspend at a points total for a number of days, and revoke after a number of suspensions.
