The starter agencies
The eight departments every new community starts with, and the extra agencies guided setup offers.
Every new community starts with eight departments named after the in-game agencies. You can rename, change or delete any of them, or switch off the ones you don't run during guided setup.

Roles the ranks grant
LSPD, BCSO and SAHP ranks grant Officer, SAFR grants Firefighter, COMMS grants Dispatcher, DMV grants DMV Clerk and CIV grants Civilian. SADOT ranks grant no role yet.
More agencies
Guided setup's Agencies step also offers agencies that aren't created by default: San Andreas Park Rangers (SAPR), National Office of Security Enforcement (NOOSE), San Andreas Port Authority (SAPA), San Andreas State Police (SASP) and San Andreas Medical Services (SAMS). A starter department you switched off can be added back from the same list.
